Jeff P. Ballard
President and CEO

Jeff founded Sentinel Midstream and has over 13 years of experience in the midstream sector, with a successful track record in business development, commercial operations, and contract negotiation. He has led the development and execution of commercial and business development projects for crude oil and natural gas gathering, treating, processing and storage terminals in various basins across the United States, most recently in the Permian and Rockies Basins.

Prior to founding Sentinel Midstream Jeff served as Director of Business Development at Silver Creek Midstream, assisting in multiple acquisitions and greenfield development projects in the Powder River and Big Horn Basins. Before Silver Creek Midstream, he served as Manager of Business Development at JP Energy Partners and its successor American Midstream Partners where he was responsible for commercial growth and business development in the Permian and Delaware Basins. Previous to JP Energy Partners, Jeff held the role of Senior Commercial Representative at Pioneer Natural Resources midstream Eagle Ford division and its successor Enterprise Products. He also held various commercial positions at PVR Midstream and Energy Transfer Partners.

Jeff honorably served in the United States Army and is an OIF Combat Veteran. After exiting the Army, he earned a Bachelor of Business Administration in Marketing and Management from Dallas Baptist University.

Blair Mathews
Chief Financial Officer

Blair joined Sentinel Midstream with more than 13 years of experience in the upstream and midstream sectors.  His primary focus has been financial planning and analysis, transaction and contract negotiation, and acquisitions and divestitures.

Previously, Blair served as Business Development Director at EXCO Resources, Inc.  He was responsible for leading the acquisition and divestiture efforts for EXCO’s upstream and midstream assets across multiple areas including South Texas, East Texas/North Louisiana and Appalachia.  During his time at EXCO, he served in various positions in the financial planning and analysis group where he focused on financial forecasting for EXCO’s midstream equity investment, TGGT, before leading the divestiture of TGGT. Before transitioning to the oil and gas industry and joining EXCO, Blair worked at Ernst & Young LLP in the financial valuation group and in business development efforts in the transaction advisory services practice.  Blair earned a Bachelor of Business Administration in Finance from Baylor University.

Brad Ramsey
Chief Operating Officer

Brad Ramsey has over 27 years of engineering, construction and operations experience in the upstream, midstream and downstream energy sectors with Koch, Valero, NuStar Energy and multiple energy infrastructure construction companies that he developed and managed.  Brad has in depth midstream experience in the crude, natural gas, natural gas liquids and refined products business segments where he developed teams to execute several billion in capital projects in 6 countries including large storage terminals, pipelines, rail and truck facilities as well as marine terminals with Single Point Mooring (SPM) systems.  Brad has midstream pipeline operations and regulatory management experience and holds a Mechanical Engineering degree from the University of Kansas.

Tyler M. Abadie, P.E.
Engineering / Regulatory Compliance / Permitting

Tyler is responsible for the engineering, regulatory compliance, and permitting for Sentinel. He has spent the last decade assisting executives, engineers, and asset managers in the form of technical advisory, business development, project management, design, and strategic planning with direct involvement in over $450 million in acquisitions and divestments. Tyler has managed numerous capital expenditure projects for companies such as ExxonMobil, Chevron GOMBU, DOW, Buckeye, Georgia Pacific, American Midstream, and Crimson Gulf. Tyler has specific experience in the FEED development of several crude oil terminals, dock-based crude infrastructure, and construction within environmentally sensitive regions.  Tyler served in an owner-operator capacity for Harvest-Marks Pipeline; a private equity joint venture optimizing the Chevron and British Petroleum Cypress Pipeline assets in Southeast Louisiana. Under Harvest-Marks Pipeline, he was directly involved in acquisition due diligence, operations, integrity management, and regulatory compliance.  Tyler holds a Bachelor of Science degree in Civil Engineering from Louisiana State University and is a licensed professional engineer in Texas and Louisiana.

Kyle Lawson
Business Development / Finance / Risk Management / Emergency Response

Kyle Lawson serves as a critical liaison between commercial, design, construction, operations and finance, ensuring that Sentinel’s financial risks are minimized, and the strategic objectives are achieved. Before joining the management team, Kyle served 11 years in various roles at the Louisiana Offshore Oil Port (LOOP), most recently in business development, responsible for ensuring shipper’s contracts and commercial objectives were maximized. Kyle also served in operations as Process Improvement Analyst where he utilized Lean and Six Sigma philosophies to achieve strategic organizational cost savings and increased efficiencies amongst the various business units. Prior to operations, Kyle served in accounting where he was responsible for developing the annual enterprise operating budget and corresponding financial reporting to owner companies. At the onset of his career, Kyle worked in engineering as Cost Tracking Analyst responsible for controlling, projecting and reporting maintenance and capital project costs to LOOP management.  Kyle holds a Bachelor of Science degree in Management from Louisiana State University and a Master of Business Administration from the University of New Orleans.

Phillip A. Plaisance
Engineering / Operations / Oil Movements / Emergency Response

Phillip Plaisance ensures continuity between engineering, operations, controls, and subject matter experts. He serves as a critical liaison between successful design, construction, commissioning and operations for Sentinel.

Prior to joining the management team, Phillip served a combined 19 years with Louisiana Offshore Oil Port (LOOP), most recently as Manager of Oil Movements managing the scheduling department and the operations control center handling 1.3 million barrels per day of receipts and 1.3 million barrels per day of deliveries into and out of the Clovelly Hub. Previously, Phillip served as Supervisor of Instrumentation and Controls at LOOP. Phillip oversaw the replacement and upgrade of 80% of the control systems, including safety systems, meter systems, and main oil line pump upgrades. Phillip also designed the safety and controls systems for LOOP’s Tank Facility Phase 1 and Phase 2 Expansion, which included twelve 600,000-barrel tanks, and two receipt pipelines and two delivery pipelines.  Phillip holds a Bachelor of Science degree in Electrical Engineering from Louisiana State University.
