William “Buck” Buchanan

William “Buck” Buchanan III is a senior engineering and operations executive with more than 30 years of leadership experience in the energy, pipeline, terminal, and oil and gas industries. Throughout his career, he has successfully led large-scale infrastructure, engineering, integrity, and technical services organizations responsible for the safe and reliable operation of critical energy assets across North America.
Most recently, Buck served as Vice President of Technical Services and Vice President of Project Engineering for NuStar Energy, where he directed multidisciplinary teams supporting more than 9,500 miles of pipeline infrastructure and managed complex capital projects valued at up to $300 million. His expertise spans project management, asset integrity, reliability engineering, facility construction, strategic planning, regulatory compliance, and operational excellence.
During his career, Buck has led the design, construction, and expansion of major energy infrastructure projects, including a six-million-barrel crude oil terminal expansion in St. James, Louisiana, as well as numerous crude oil and refined products terminals across the U.S. He has also managed a wide range of onshore pipeline projects and directed the installation of a 36-inch subsea pipeline in St. Eustatius. Earlier in his career, Buck worked with Gulf Marine Fabricators, supporting the construction of offshore platforms, and later oversaw the maintenance of critical offshore infrastructure, including Pipeline End Manifolds (PLEMs), subsea hoses, and floating hose systems.
A graduate of Texas A&M University with a Bachelor of Science in Civil Engineering, Buck is recognized for building high-performing teams, driving continuous improvement, and delivering safe, cost-effective solutions that support long-term business growth and operational success.
